PACE Police Training is an extension of the extremely popular Undercover Academy.
PACE Police Training utilizes a set of carefully designed methodologies to ensure consistency in tactics and investigative procedures throughout law enforcement background investigations. These standardized approaches are developed to enhance the efficiency of investigations, reduce risks to officers, and protect agencies from liability.

PACE Principles
PACE stands for Progressive, Adaptable, Complete, and Effective—principles that are at the core of the organization’s training philosophy. These values are reflected in every aspect of the training programs offered. PACE Police Training delivers the instruction and resources needed for effective law enforcement investigations.
Lead Instructor
Detective Andrew Jicha (Ret), a 26-year veteran of the Waukesha Police Department, is the founder of PACE Police Training and Undercover Academy.
Detective Jicha served as a detective for 19 years, spending 15 years working undercover. In this capacity, he was involved in more than 1,500 undercover operations, contributing to investigations of narcotics, online predators, and human trafficking. His extensive field experience provided him with unique insights into undercover work and complex criminal investigations.
Beyond his detective duties, Detective Jicha held several key positions within the department. He was a field training officer, responsible for mentoring new recruits and sharing his expertise. As a tactical team member and crisis negotiator, he participated in high-stakes situations requiring specialized skills and composure. His work as an Internet Crimes Against Children (ICAC) investigator and background investigator further demonstrated his commitment to thorough and ethical policing.
Detective Jicha has extensive experience conducting background investigations for a wide range of law enforcement and support positions. His work includes thorough reviews of applicants for police officer roles, dispatchers, parking agents, clerical staff, and community service officers. This breadth of expertise ensures that all candidates are evaluated with the utmost diligence and professionalism.
Beyond his accomplishments with PACE Police Training, Detective Jicha is the creator of Undercover Academy, a specialized program designed to address various aspects of undercover and investigative law enforcement work.

Detective Jicha served as a Law Enforcement Instructor at Waukesha County Technical College where he taught Criminal Justice Studies, trained new recruits, provided in-service education and created several specialized training programs.
Detective Jicha is actively involved in several professional organizations, reflecting his commitment to ongoing education and collaboration within the law enforcement community. He is a member of the following associations:
